
Functions of the Council?
The parliament has a role as a voting body to deliberate and decide on matters to be executed by local governments, and to direct and supervise whether the executive body is performing well in matters determined by the parliament. In addition, there are petitioners who receive opinions from residents and demand policy reflection, and independent autonomy related to the operation of the parliament.
Functions as a Deliberative Body
Local councils deliberate and make final decisions on major policies of the region, including matters related to residents’ financial burdens, the enactment of ordinances, and the operation of the local government. Unlike advisory bodies that merely offer opinions, local councils hold the authority to make the final determinations on behalf of the municipality.
Functions as a Representative Body of Residents
In representative democracy, where residents cannot participate directly in local administration but elect representatives to act on their behalf, a body that represents their interests is essential. In local governments, this role is performed by the local council.
Functions as a Legislative Body
Local councils serve as legislative bodies responsible for enacting ordinances, which can be regarded as the laws of the local government, along with various related functions. Although the head of a local government also has the authority to enact “rules,” such rules are created based on the delegation provided by the ordinances established by the council.
Functions as an Oversight Body
Local councils not only determine policies but also oversee whether these policies are being implemented appropriately to promote the welfare of residents. They monitor the actions of the executive branch and require corrections when any unlawful or improper administration is identified.
